我国是濒海大国，虽在近海有着长期海洋调查积累，但以往受发展条件所限，对深海远洋的深入调查研究基本属于空白。国家海洋局2015年1月8日在青岛召开“全球变化与海气相互作用”专项（以下简称专项）国际合作项目专家顾问组成立暨实施方案评审会，标志着专项正式实施，由此我国海洋科学调查研究向深海大洋拓展。
该专项由国家海洋局组织实施，持续时间为10年以上，具有大区域、长尺度、多学科综合的特点。
